Lapu-Lapu City Government Unveils P20-Per-Kilo Rice Initiative at Kadiwa Pop-up Store

In a significant move to address food affordability, the Lapu-Lapu City Government has launched its first-ever P20-per-kilo rice program. The initiative was rolled out during the Kadiwa Pop-up Store held at the City Hall Grounds on Thursday, March 26, 2026.

Mayor Chan Highlights Benefits for Vulnerable Residents

Mayor Ma. Cynthia "Cindi" King-Chan emphasized in a public statement that the program has already benefited at least 250 residents. Each recipient received 10 kilos of rice, with priority given to solo parents and senior citizens. The mayor explained that the initiative is designed to support daily necessities, with limited supplies initially directed toward those most in need.

"Through this program, fresh and quality goods are brought closer to our community at lower prices, while ensuring steady income for our farmers, fisherfolk, and micro-entrepreneurs," Chan stated in Cebuano.

Expansion Plans and Coordination with National Agencies

Chan added that while the P20 rice program initially focused on solo parents and senior citizens, the City Government plans to gradually expand it to other sectors. According to the City Public Information Office, the two-day activity from March 26 to 27 distributed 50 sacks of rice daily, in coordination with the Department of Agriculture (DA) 7 and the National Food Authority (NFA).

Earlier discussions between Chan and DA officials centered on launching subsidized rice sales under the Kadiwa ng Pangulo program, targeting an April implementation. This broader initiative aims to sell freshly milled rice from the NFA at P20 per kilo in designated outlets.

Targeted Implementation and Eligibility Details

The Lapu-Lapu City Public Market is identified as a potential site for the program, with a possible hub on Olango Island to reach island barangays. Once fully implemented, eligible beneficiaries will be able to purchase up to 10 kilos of rice per transaction, with a monthly limit of 30 kilos for priority sectors.

The affordable rice will prioritize vulnerable groups, including:

  • Senior citizens
  • Solo parents
  • Persons with disabilities
  • Beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps)

Additional beneficiaries will encompass farmers, fisherfolk, transportation drivers, minimum wage earners, and public school staff.

Registration Process for First-Time Buyers

First-time buyers are required to present a valid identification card to register for the program. Upon registration, a QR code will be issued to facilitate faster transactions in the future, streamlining access to this essential resource.
