Mabolo Cracks Down on Waste Segregation Violators

After more than two decades of weak enforcement of the waste segregation ordinance in Cebu City, Barangay Mabolo has tightened its implementation, now even penalizing garbage collectors themselves. The barangay is intensifying enforcement of the city ordinance, citing that it has long been a law but was never properly followed throughout the city.

Stricter Implementation of 'No Segregation, No Collection'

According to Barangay Captain Atty. Daniel Francis Arguedo, the barangay is now employing a stricter approach in enforcing the policy of "No Segregation, No Collection" under Cebu City Ordinance 2031 and Republic Act 9003, or the Ecological Solid Waste Management Act of 2000.

As part of this campaign, a garbage truck driver was issued a citation ticket on June 4, 2026, after allegedly collecting waste that was not segregated, a violation of the barangay's waste management policy.

Enforcement Must Start with Government Workers

Arguedo emphasized that compliance with the law must begin with government workers and service providers tasked with its implementation. He also warned garbage collectors and other collection workers that they will face penalties if violations continue.

"One of the biggest challenges is that residents see unsegregated waste still being collected, rendering the barangay's efforts to implement this rule futile," he added.

Barangay Seeks Stronger Coordination with City Hall

In addition, the barangay sent a letter on June 1 to City Mayor Nestor Archival requesting more serious coordination between the city government, the Department of Public Services (DPS), and the garbage collection contractor.

In the letter, Arguedo explained that Barangay Mabolo strictly enforces waste segregation rules and continuously educates residents on proper waste disposal. However, he pointed out that some residents still ignore segregation because garbage collectors accept and collect mixed waste.

"This practice undermines the barangay's efforts and weakens the effectiveness of our waste management program," the letter stated.

Call for Official Collection Schedule and Better Monitoring

The barangay requested City Hall to provide an official garbage collection schedule and ensure that contractors coordinate closely with local officials to better monitor and properly act on violations.

According to Arguedo, stronger coordination between the city and barangays is crucial if Cebu City wants to improve compliance with waste laws and reduce reliance on landfills.

Violators of the segregation ordinance may face fines ranging from P1,000 to P5,000 or imprisonment of up to six months under current regulations.
