The proposed budget of the Lapu-Lapu City government for Fiscal Year 2027 prioritizes climate adaptation, public infrastructure, health services, education, and digital services. These priority sectors were presented by Mayor Ma. Cynthia "Cindi" King-Chan during her discourse at the first Budget Forum 2026 held on Friday, July 3, 2026, marking the formal start of budget preparation for the following year.
Budget as a Development Guide
According to Mayor Chan, the annual budget must serve as a guide for development programs while ensuring that public resources are used properly. "The quality of our budget will be measured by the results it delivers. Every appropriation represents the trust placed upon us by the Oponganon people," Chan said.
Key Projects and Initiatives
Among the projects identified for funding are the installation of solar power systems in government buildings, expansion of solar-powered streetlights, flood control initiatives, road repair projects, and measures to enhance the city's disaster preparedness. The mayor also expressed the local government's intention to continue investments in digital governance, public health services, education, sports, tourism, job creation, and social welfare.
Continuation of Social Programs
Chan added that the P20 rice program for needy sectors will continue under the local government's assistance programs. She urged all departments to submit practical and effective programs that address the needs of residents while supporting the city's long-term development goals.
Emphasis on Fiscal Discipline
The mayor also stressed that all departments must demonstrate fiscal discipline, stating that proposed expenditures should be necessary, strategically planned, and capable of delivering meaningful public service. The meeting brought together members of the Local Finance Committee, department heads, and other city officials to identify budget priorities and align each agency's proposals with the city's Executive and Legislative Agenda.
