Lazatin Inspects Sapangbato Watershed No Build Zone

In a significant move to protect a vital environmental resource, Pampanga First District Representative Carmelo "Pogi" Lazatin Jr. spearheaded an inspection of the designated "No Build Zone" within the Sapangbato Watershed in Angeles City on Thursday, November 20, 2025.

Securing the Protected Area

During the inspection, Lazatin delivered a clear and firm directive. He emphasized that no new structures or buildings should be erected within the protected area of the Sapangbato Watershed. Furthermore, he strictly prohibited the cutting or removal of any trees in the location, underscoring the critical need for its preservation.

The lawmaker was not alone in this crucial endeavor. He was joined by a delegation of officials from the Department of Environment and Natural Resources (DENR) and the Provincial Environment and Natural Resources Office (PENRO). Representatives from the Angeles City local government unit, Lazatin's Chief Political Affairs Officer Reina Manuel, and various members of the media also participated in the event, highlighting its importance.

Legislative Action and Public Appeal

This inspection follows a concrete legislative step taken by the congressman. On November 11, 2025, Lazatin filed House Resolution No. 446. This resolution directs the DENR to closely monitor the implementation of the Angeles City Comprehensive Land Use Plan (CLUP), specifically concerning the protected agricultural land and the "No Build Zone" in Sapangbato.

Lazatin has also made a direct appeal to the city government to fully enforce the CLUP. Understanding the power of community vigilance, he urged both members of the media and local residents to report any instances of illegal construction within the protected watershed area.

A Community Effort Against Flooding

Lazatin powerfully connected the protection of the watershed to the community's safety and well-being. He pointed to the devastating lessons learned from recent storms that hit other towns. "The denudation of our mountains has a direct effect on the worsening of floods," the official stated. He stressed that now, more than ever, it is imperative for the community to combine efforts to protect the Sapangbato Watershed.

Demonstrating his continued commitment to reforestation on a broader scale, Lazatin joined the House of Representatives' Special Committee on Reforestation on November 12, 2025. This committee handles policies and programs focused on reforestation, including addressing the effects of forest denudation and ensuring the implementation of community-based reforestation programs.
