10-Year-Old Presents Flood Plan to Cebu Mayor

Mayor Nestor Archival of Cebu City met with a 10-year-old Grade 5 pupil from Cebu International School on Friday, May 29, 2026, as the student presented a flood control project during their discussion.

Accompanied by her teacher Michelle Lacerna, Annanda Fang discussed flood risks, prevention methods, and community-based solutions with the mayor to enhance the city's disaster preparedness.

During the conversation, the young student asked Mayor Archival about his roles and responsibilities, particularly during floods. She also inquired about the city's flood prevention programs, identification of flood-prone areas, and how communities are informed and guided about flood risks.

The mayor explained that his primary responsibility is ensuring public welfare by prioritizing basic services such as health, education, sanitation, traffic management, and disaster response. He emphasized that during floods, the local government focuses on immediate aid, rescue operations, and ensuring the safety of affected residents.

Mayor Archival also elaborated on sustainable flood mitigation measures, including tree planting to restore natural water absorption, rainwater harvesting, and the construction of water catchment systems to manage water flow and prevent river overflow. He noted that deforestation and infrastructure developments near waterways have contributed to worsening flood conditions in the city.

During the meeting, Annanda presented her proposed solutions, including a sensor-based flood monitoring and alarm system powered by solar energy. This system can detect rising water levels and alert communities for early evacuation.
