1103rd Brigade Leads DRRM Training in Parang, Sulu

ZAMBOANGA. The 1103rd Infantry Brigade (1103Bde) successfully spearheaded a comprehensive four-day training program for the Disaster Risk Reduction and Management Council of the local government unit (LGU) of Parang, Sulu, strengthening disaster preparedness and emergency response capabilities in the province.

Training Components

The 1103Bde said the activity consisted of a one-day DRRM Orientation Course on Monday, April 20, followed by a three-day Incident Command System (ICS) Level 1 Training, bringing together participants from LGU Parang's own agencies, local security forces, and reservists. The ICS Level 1 Training, which culminated Thursday, April 23, introduced participants to the standardized structure and principles of the Incident Command System, a globally recognized framework used for managing emergency incidents of varying scales.

Discussions focused on the key components of ICS, including command structure, functional roles, communication protocols, and operational procedures. The 1103Bde said the participants were oriented on the responsibilities of the Incident Commander and the various sections under the ICS, such as Operations, Planning, Logistics, and Finance as well as Administration. Emphasis was placed on unity of command, clear reporting lines, and the importance of maintaining effective communication during crisis situations.

Interactive Learning

The 1103Bde said that the interactive sessions and practical exercises allowed participants to apply ICS concepts in simulated scenarios, fostering critical thinking and teamwork. “The activities highlighted the importance of coordinated decision-making, proper resource allocation, and adaptability in dynamic emergency environments,” the 1103Bde said in a statement Friday, April 24. “The training also underscored the value of interoperability among responding agencies, ensuring that all stakeholders can work seamlessly under a common system during disasters and emergencies,” it added.

The training was made possible through the strong partnership among the 1103Bde, 41st Infantry Battalion, LGU Parang, Office of Civil Defense-9 (OCD-9), and the Provincial Disaster Risk Reduction and Management Office (PDRRMO) of Sulu.

Participants and Outcomes

The 1103Bde said the participants from various sectors actively engaged in lectures, workshops, and simulation exercises designed to enhance their knowledge, coordination, and operational readiness. The training equipped them with essential skills in disaster response, crisis management, and inter-agency coordination under the ICS framework, emphasizing the importance of a unified command structure and systematic response protocols during emergencies and disasters.

Colonel Abdelhalim Sakilan, deputy commander of 1103Bde, highlighted that the initiative reflected the Philippine Army's continued commitment not only to security operations but also to community development and disaster resilience. Meanwhile, Parang Mayor Alkhadar Loong expressed their appreciation for the training, noting that it significantly strengthened their preparedness to respond effectively to natural and human-induced hazards.
