The Provincial Government of Cebu has significantly expanded the scope of its disaster recovery program to include rehabilitation of areas severely affected by Typhoon Tino and Typhoon Uwan. This strategic move comes after the provinces experienced devastating floods, landslides, and widespread infrastructure damage.

Executive Order Expands Recovery Framework

Governor Pamela Baricuatro officially signed Executive Order 72 on Wednesday, November 12, 2025, broadening the mandate of the "Kumbati Cebu" Comprehensive Rehabilitation and Recovery Framework. This framework was originally established to address the damage caused by the magnitude 6.9 earthquake that struck the province on September 30.

The integration of typhoon-related interventions will enable the Kumbati Cebu Task Force and its cluster system to consolidate resources, streamline planning efforts, and ensure coordinated implementation of all recovery initiatives. Officials emphasized the critical need for a unified strategy to strengthen disaster preparedness, climate resilience, and long-term rehabilitation in affected localities.

Comprehensive Cluster Approach to Rehabilitation

Under the expanded framework, all existing thematic clusters have been directed to incorporate typhoon-related rehabilitation activities into their programs. These clusters include:

Specific Recovery Actions Underway

The comprehensive recovery program encompasses multiple critical areas requiring immediate attention and long-term planning. Key rehabilitation activities now include:

Repair of damaged roads, bridges, and schools to restore essential transportation and education services. The program also focuses on reactivating health services to ensure medical care reaches all affected communities.

Economic recovery measures include livelihood restoration and business continuity support to help residents and local enterprises recover from the devastating impact of the typhoons. Environmental rehabilitation involves waste cleanup operations and slope stabilization to prevent future landslides.
