Lapu-Lapu City Urges Regional Action on Solid Waste Crisis

The Lapu-Lapu City Government has made a compelling appeal to the Regional Development Council (RDC) 7, emphasizing the urgent need for a regional solution to the escalating solid waste crisis. In a move highlighting the gravity of the situation, the City stressed that coordinated, long-term action is essential to address what it now views as a regional environmental and public health issue, rather than merely a local concern.

Mayor Chan's Proposal at RDC 7 Meeting

Mayor Ma. Cynthia "Cindi" Chan presented this critical proposal during the RDC 7 Executive Committee and Advisory Committee Consultation Meeting and Technical Budget Review for the Fiscal Year 2027 Budget Proposal of Regional Line Agencies and State Universities and Colleges on Thursday, February 12, 2026. Chan articulated that solid waste management transcends local boundaries, calling for a unified regional strategy.

"What we need now is deeper unity in vision, planning and long-term action. I respectfully call on all of us to come together, align our priorities and begin shaping a shared framework that reflects our common responsibility," Chan stated. She further emphasized that the issue demands both robust local initiatives and enhanced collaboration across the entire province.

Environmental and Financial Risks Highlighted

During her address, Mayor Chan raised significant concerns about the sustainability of waste management in the region. She cited increasing waste generation and limited landfill capacity as pressing challenges. Additionally, Chan identified escalating hauling costs as key environmental and financial risks confronting local government units (LGUs).

"Waste management is a shared concern that goes beyond boundaries and reminds us that our communities are connected. This gives us an opportunity to better align our strategies and work toward a more coordinated, province-wide approach," she explained. The City Government urged RDC 7 to prioritize projects crucial for regional mobility, housing security, environmental sustainability, and economic competitiveness.

Proposed Measures for Improved Waste Management

To tackle these challenges, Lapu-Lapu City recommended several measures for RDC 7 to consider. These include establishing a Regional Integrated Solid Waste Management Facility, conducting a feasibility study on waste-to-energy solutions, developing a shared sanitary landfill, and strengthening inter-LGU waste diversion programs.

Chan underscored the long-term implications of current waste management practices, stating, "How we deal with our waste today will define the environmental health, public safety and quality of life of the next generation." This call to action reflects the City's commitment to fostering a sustainable future through regional cooperation and innovative solutions.
