The local government unit of Masantol has officially announced the implementation of a strict ban on single-use plastics and styrofoam across the municipality. This significant environmental initiative is being enforced through Executive Order No. 1, Series of 2026, issued by Mayor Danilo Guintu, which mandates the full application of Municipal Ordinance No. 2014-002, commonly known as the Plastic Bag Regulation Ordinance.

Scope of the Prohibition

Under this ordinance, all commercial establishments within Masantol are now prohibited from utilizing single-use plastics, polystyrene foam (styrofoam), and similar non-biodegradable materials for any purpose. This includes packaging, serving, or distributing goods. Additionally, merchants are explicitly barred from selling plastic bags and styrofoam products intended for packaging, effectively cutting off the supply chain for these environmentally harmful items.

Penalties for Violations

To ensure compliance, the ordinance establishes a tiered penalty system for individuals and establishments found in violation:

  • First offense: A fine of P500
  • Second offense: A fine of P1,000
  • Third offense: A fine of P2,500 and/or imprisonment for up to 90 days

These measures are designed to deter non-compliance and emphasize the seriousness of the municipality's commitment to environmental protection.

Monitoring and Enforcement Mechanisms

The Integrated Solid Waste Management Office (ISWMO) has been tasked with leading the monitoring efforts, in close coordination with several key agencies:

  1. Municipal Environment and Natural Resources Office (MENRO)
  2. Business Permits and Licensing Office (BPLO)
  3. Philippine National Police (PNP)

This multi-agency approach aims to ensure thorough oversight and effective implementation of the ban across all sectors of the community.

Mayor Guintu emphasized that the primary goal of this executive order is to significantly reduce the volume of solid waste entering local waterways. By eliminating single-use plastics and styrofoam, the municipality seeks to promote the adoption of environmentally sound alternatives, such as reusable bags and biodegradable containers.

The mayor further explained that the improper disposal and burning of plastics and styrofoams have severe consequences, including:

  • Exacerbation of air and water pollution levels
  • Contribution to the shallowing of rivers, creeks, and bays due to accumulation
  • Direct threats to public health and ecological integrity
