Cebu Plans Eight New Dams in Response to Typhoon Tino Damage
In a significant move to address the aftermath of Typhoon Tino in 2025, eight dam structures are proposed for construction across river systems in Cebu. These projects, scheduled for fiscal year 2027 under the Central Cebu River Basin Master Plan, were the focus of a joint harmonization meeting between the Department of Environment and Natural Resources (DENR) 7 and the Department of Public Works and Highways (DPWH) 7, held in Tagbilaran City, Bohol.
Aligning Infrastructure with Environmental Regulations
The meeting aimed to ensure that infrastructure development aligns with environmental regulations, preventing violations in protected areas or timberlands, as stated in a press release from DENR 7. Both agencies committed to conducting joint inspections and coordinating closely on permitting and technical requirements to facilitate smooth project implementation.
Key Priorities and Agency Commitments
During the discussions, DPWH 7 emphasized the prioritization of the Metro Cebu Expressway Project. Meanwhile, DENR 7 and the Environmental Management Bureau 7 pledged to support the process by facilitating environmental clearances, providing training and capacity-building activities, and assisting with permit processing.
This gathering marked the first comprehensive coordination effort between DENR 7, including its line bureaus, and DPWH 7 district offices. Attendees included DENR 7 Executive Director Laudemir Salac, DPWH 7 Director Simon Arias, along with assistant regional directors, district engineers, and division chiefs from both agencies.
Emphasis on Early Coordination and Sustainability
Salac highlighted the importance of early and sustained coordination to prevent delays and ensure compliance with environmental laws. "This harmonization ensures that development projects move forward without compromising our environmental laws," he stated. Arias echoed this sentiment, stressing that infrastructure development and environmental protection must go hand in hand. "Through this strengthened coordination with DENR 7, we can fast-track projects while ensuring they are sustainable and compliant," he added.
Both agencies agreed to hold follow-up meetings, conduct one-on-one consultations, and engage in joint activities to monitor projects under the FY 2027 National Expenditure Program, ensuring ongoing oversight and collaboration.
