Cebu Suspends 600 EV Taxis, Seeks Public Consultation

In a significant move impacting Metro Cebu's transport landscape, Governor Pamela Baricuatro has ordered the suspension of the planned operation for 600 electric vehicle (EV) taxis. The decision, announced on Friday, December 19, 2025, puts the brakes on the launch until a thorough public consultation is conducted.

Process and Provisional Authority Under Scrutiny

The suspension follows a meeting between Governor Baricuatro and the Land Transportation Franchising and Regulatory Board (LTFRB). The LTFRB had previously granted a "provisional authority" (PA) to Green & Smart Mobility (GSM) while the company's regular franchise application was being evaluated.

Out of respect for the Governor's concerns, GSM agreed to postpone its launch. The goal is to facilitate a genuine public dialogue on the potential effects of the EV taxi fleet on Cebu's society, economy, and environment.

Key Concerns: Fair Competition and Traffic Impact

Governor Baricuatro clarified that her objection is not against EV technology or environmental programs. Her primary apprehension centers on the process of granting permits.

In a Facebook post, she argued that issuing a provisional authority risks undermining existing taxi operators who have complied with the law, paid all necessary fees, and trusted the regulatory system. She also pointed out that adding 600 new vehicles without proper traffic planning could worsen existing problems.

"The haphazard addition of 600 units could exacerbate road congestion, parking issues, and overall road safety," Baricuatro emphasized.

Stakeholder Meeting Scheduled and Industry Reaction

A major stakeholder meeting is now set for January 5, 2026. Participants will include taxi associations, EV operators, passengers, urban planners, and traffic authorities.

The suspension aligns with earlier opposition from the traditional taxi sector. Richard Cabucos, chairman of the United Cebu Taxi Operators Association (UCTOA), had already voiced strong objections to the 90-day provisional authority.

Cabucos highlighted the significant impact on market competition and traffic congestion. He noted that UCTOA members underwent a lengthy and costly franchise process, while GSM obtained a PA despite offering a hybrid hailing and app-based booking service that differs from the traditional model.

The upcoming consultation in January will be a critical juncture for determining the future of modernized public transport in Metro Cebu, balancing innovation with fair play and urban livability.
