The Regional Disaster Risk Reduction and Management Operations Center (RDRRMOC) of Central Luzon is preparing to elevate its alert status to "blue" in anticipation of the Lenten Season, widely known as Semana Santa. This heightened state of readiness, designated as the Blue Alert status ICOW (In Case Of Weather/Weather System), is scheduled to commence on March 31 and will remain in effect until April 7, 2026.

Heightened Monitoring and Coordination Efforts

In a memorandum issued on March 23, 2026, the Office of Civil Defense (OCD) Region III has directed all local disaster risk reduction and management councils (LDRRMCs) and member agencies to maintain continuous vigilance. During this period, operations centers must be fully staffed, with personnel actively monitoring their assigned areas for any potential disruptions or emergencies.

Local councils are mandated to promptly report any untoward incidents and ensure seamless coordination with relevant agencies. Additionally, they are tasked with disseminating warning advisories to the public, verifying the functionality of emergency telecommunications systems, and keeping response resources on standby to address any crises that may arise.

Escalating Heat Index and Public Safety Concerns

The decision to raise the alert status follows the Philippine Atmospheric, Geophysical and Astronomical Services Administration's (Pagasa) announcement on Tuesday, marking the end of the amihan season and the onset of the warm and dry season. During this period, the heat index is projected to soar between 34°C and 40°C, with some regions potentially experiencing even higher temperatures.

On March 24, 2026, Pagasa forecasted a peak heat index of 35°C, categorizing it under "caution." This classification warns the public of potential fatigue from prolonged exposure and activity, which could lead to heat cramps. The agency's heat index scale includes further classifications: 33-41°C (Extreme Caution), where heat cramps and exhaustion are possible, with continued activity risking heat stroke; 42-51°C (Danger), where heat cramps and exhaustion are likely, and heat stroke is probable with sustained exposure; and 52°C and beyond (Extreme Danger), where heat stroke is imminent.

Semana Santa Observance and Pilgrimage Activities

This year's Holy Week in Central Luzon is expected to attract thousands of pilgrims and tourists, who will journey to various provinces to visit churches, participate in Via Crusis sites, and reunite with family and relatives. The observance spans an eight-day break from April 5 (Maundy Thursday) to Tuesday, April 9 (Day of Valor or "Araw ng Kagitingan"), creating a significant influx of travelers and heightened activity across the region.

Enhanced Security Measures for Public Safety

Ahead of the long week, the Police Regional Office III announced on Monday that approximately 2,000 police personnel will be deployed throughout Central Luzon as part of the "Ligtas SUMVAC 2026" initiative. This deployment aims to ensure a safe summer vacation for all residents and visitors.

Brigadier General Jess B. Mendez, the regional police director, emphasized the commitment to public safety, stating, "In line with the directive of our Chief PNP, we are strengthening police visibility and ensuring proactive deployment of our personnel to safeguard the public during this summer season. Our priority is clear—to protect lives, secure communities, and ensure safe travel for all."

Security measures will include intensified foot and mobile patrols, along with the establishment of Police Assistance Desks at key locations such as bus terminals, airports, seaports, major highways, and popular tourist destinations. These efforts are designed to provide immediate assistance and maintain order during the busy Semana Santa period.

In San Fernando, preparations are underway for the annual reenactment of Jesus Christ's passion and crucifixion on Good Friday, a highlight of Semana Santa observances. The crosses in San Pedro Cutud are being readied for this solemn event, drawing both local devotees and international attention to the city's religious traditions.
