In a decisive move to protect public health, the Cebu Provincial Government has established a specialized task force to prevent a potential leptospirosis outbreak following the massive flooding triggered by Typhoon Tino.
Executive Order for Emergency Health Response
On Wednesday, November 12, 2025, Governor Pamela Baricuatro officially formed the Cebu Provincial Leptospirosis Task Force by issuing Executive Order (EO) 70. The directive, announced by the Cebu Province Public Information Office, mobilizes a coordinated effort across local government units (LGUs), hospitals, and health partners throughout the province.
The primary mission of the task force is to manage disease surveillance, handle case management, and ensure a swift medical response. This action was deemed critical as the widespread floods displaced more than 200,000 individuals, forcing them into 1,793 evacuation centers. This situation has left many communities exposed to contaminated water, significantly increasing the threat of water-borne illnesses like leptospirosis.
Activation of a Leptospirosis Emergency Operations Center
Under the executive order, the task force will immediately activate a Leptospirosis Emergency Operations Center (EOC). This central command hub is designed to streamline the entire medical response process.
The EOC will be responsible for managing a referral system for both suspected and confirmed cases of the disease. It will also operate a 24/7 hotline for public assistance, oversee the distribution of essential medical logistics, and coordinate directly with the Department of Health (DOH) for technical support and guidance.
To ensure efficient operations, the EOC will feature several specialized desks:
- A clinical desk for initial case intake and patient referral.
- A logistics and transport desk to manage medical supplies and equipment.
- An information management desk for real-time data monitoring and analysis.
- An incident commander who will supervise all operations and provide policy direction.
Funding and Legal Mandate for the Task Force
The executive order further mandates the task force to align all its activities with the latest DOH guidelines. It is also tasked with strengthening local surveillance systems and mobilizing necessary resources to sustain operations, ensuring the province is prepared for future post-flood disease outbreaks.
Funding for this initiative will be drawn from the Provincial Disaster Risk Reduction and Management Fund, the Provincial Health Office, and other available allocations, all subject to standard government accounting and auditing rules.
This proactive measure by the Cebu Provincial Government is grounded in the authority granted by Republic Act 7160, also known as the Local Government Code of 1991, which empowers local governments to enact necessary measures to safeguard public health and safety during emergencies.
