The Department of Health (DOH) reported a significant rise in measles and rubella infections across the Philippines last year, prompting an urgent, targeted vaccination campaign set to begin this week.
Sharp Increase in Infections
Official data from the DOH reveals that a total of 5,159 measles-rubella cases were documented throughout 2025. According to DOH Spokesperson Dr. Albert Domingo, this figure marks a concerning 32 percent increase compared to the 3,901 cases recorded in the previous year, 2024.
The health department identified several regions as major hotspots for the outbreak. The majority of cases were reported in Mimaropa, Zamboanga Peninsula, Northern Mindanao, Soccsksargen, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and the National Capital Region (NCR).
Targeted Immunization Strategy
In response to the surge, the DOH is launching a Measles-Rubella Supplemental Immunization Activity (MR SIA). Dr. Domingo explained that the campaign will first focus on Mindanao, as most affected regions are located there. "Only two regions in Mindanao are not in that list," he noted, highlighting the concentration of cases on the island.
The timing of the first phase is strategically planned. Phase 1 of the MR SIA will run from January 19 to February 13, 2026, exclusively in Mindanao. This schedule aims to complete the drive before the start of Ramadan on February 17. Domingo emphasized the importance of respecting the religious observance, stating, "We do not want to disturb our Muslim brothers and sisters while they are meditating during Ramadan. That is why it is better to vaccinate children during this time."
Nationwide Rollout Plan
The immunization activity specifically targets children aged six months to five years old. Following the Mindanao campaign, the DOH will expand the effort to the rest of the country. Phase 2 is scheduled for June 2026 and will cover the Luzon and Visayas regions.
This two-phased approach allows health authorities to concentrate resources where the need is currently most critical while preparing for a broader national effort to curb the spread of the highly contagious diseases. Parents and guardians in the targeted areas are strongly encouraged to have their eligible children vaccinated during the campaign period to ensure community protection.
