Cebu City Councilor Pastor "Jun" Alcover Jr. has formally requested the Commission on Human Rights in Central Visayas (CHR-7) to conduct an independent investigation into alleged abusive arrests of vendors in Plaza Sugbo.
Formal Request for Motu Proprio Investigation
In a letter dated January 7, 2026, and addressed to CHR-7 Regional Director Atty. Arvin Odron, Alcover highlighted disturbing incidents reportedly involving members of the city's Prevention, Restoration, Order, Beautification, and Enhancement (PROBE) team. The councilor cited allegations of excessive force and mistreatment directed against at least three vendors during the operations.
Incidents and Political Hurdles
The alleged abuses are said to have occurred on two separate occasions: in November 2025 and on December 16, 2025. Alcover stated that these events were documented in various accounts and reports.
"These matters raise serious human rights concerns that merit independent and impartial investigation," Alcover emphasized in his letter.
Initially, the councilor sought to file a resolution before the City Council to formally ask for the CHR's intervention. However, this move was blocked by some council members who are allies of the incumbent mayor, preventing the resolution from moving forward.
A Direct Appeal for Justice
"Given this development, and in keeping with my sworn duty to uphold the Constitution, protect human dignity, and ensure accountability in government actions, I am constrained to bring this matter directly to your office," Alcover explained.
He strongly asserted that his appeal is devoid of any political motive. He stated it was made "solely in the interest of truth, justice, and the protection of human rights," particularly for marginalized sectors of society.
To aid the CHR's evaluation, Councilor Alcover included available documents, reports, and other supporting materials with his letter. He also expressed his full willingness to cooperate and provide any further information required for the probe.
