Empowered Women Forum in Cebu Spotlights Gender Justice and Societal Roles

A public forum held on March 10, 2026, at the Performing Arts Hall of the University of the Philippines Cebu in Barangay Lahug, Cebu City, celebrated the vital role of women in public service and community development. This event was part of the National Women's Month celebrations and was organized by the Commission on Human Rights Region VII in collaboration with the University of the Philippines Political Science Society, the Integrated Bar of the Philippines – Cebu Chapter, and The Asia Foundation.

The forum, themed "Empowered Women: Women in Service," aimed to inspire and educate women serving in government, justice, and human rights sectors. It attracted students from various universities in Cebu, women leaders, and representatives from diverse regional sectors, all seeking to understand women's contributions to societal progress and human rights protection.

Keynote Address Emphasizes Gender Justice and Breaking Barriers

Marilyn B. Lagura-Yap, Associate Justice of the Court of Appeals, delivered the keynote address, highlighting the importance of gender justice and dismantling obstacles that limit women in the justice system and society. She stressed that continuing to strengthen fair perspectives on women is crucial for achieving a more equitable human rights system. Her speech underscored the need for ongoing efforts to promote gender equality and inclusivity in all spheres of public life.

Panel Discussions Address Food Security and Economic Challenges

Retired Hon. Judge Maria Amifaith S. Fider-Reyes, Commissioner of the Commission on Human Rights of the Philippines, served as a panel discussant, pointing out that hunger is a serious human rights issue. She stated, "Freedom from hunger is a fundamental human right of every Filipino," and called for cooperation between the government and community to address food security problems. She also explained the significant role women play in managing family nutrition, agricultural production, and household care, while noting they still face numerous challenges such as limited access to land, credit, and economic opportunities.

Jennifer Carisma Bretaña, Regional Director of the Department of Economy, Planning and Development in Central Visayas, discussed rights-based economic development, emphasizing that economic growth should benefit everyone, especially marginalized sectors like women. She noted that despite ongoing economic progress in Central Visayas, it is essential to assess whether this growth truly benefits the people, particularly women who aspire to participate in leadership and nation-building.

Forum Aims to Inspire Future Women Leaders

The event was designed to encourage young women to enter public service and become active leaders in the future. By fostering dialogue on critical issues like gender justice, food security, and economic inclusion, the forum provided a platform for empowerment and advocacy. Participants left with a deeper understanding of the challenges and opportunities for women in public roles, reinforcing the message that women's contributions are indispensable for societal advancement and human rights protection.
