Chinese Suspect Arrested in Rizal, Deported

In a significant cross-border law enforcement operation, a Chinese national accused of serious crimes including kidnapping and murder has been captured in the Philippines and sent back to his home country to face justice.

Arrest in a Rizal Residential Area

Shi Chunfang, 40, was taken into custody by agents from the Bureau of Immigration (BI) on December 14, 2025. The operation unfolded in a residential neighborhood in Taytay, Rizal, ending a manhunt that had spanned over two years. Authorities revealed that Shi was not only a fugitive from Chinese law but was also earlier found to be leading a shabu laboratory operation in Rizal.

A Fugitive Wanted for Grave Crimes

The Chinese national is the subject of a standing arrest warrant issued by the Public Security Bureau of Jinjiang City in 2024. He is suspected of committing multiple violent offenses, specifically targeting fellow Chinese nationals. The allegations against him are severe, encompassing kidnappings and murders.

Following his arrest, the deportation process moved swiftly. In a statement dated December 22, the Chinese Embassy in Manila confirmed that Shi was escorted by Chinese and Filipino authorities and repatriated to China on Monday, December 22, 2025.

A Milestone in Bilateral Law Enforcement

The embassy highlighted the operation as a result of "sustained efforts by both sides." It noted that after identifying his hiding place in the Philippines, law enforcement officers from the two nations engaged in careful planning and executed a coordinated operation leading to the successful arrest.

"This operation underscores the Chinese government’s firm resolve to combat organized crime and deliver justice for victims," the embassy stated. It further hailed the arrest as a key milestone in the China-Philippines joint effort to combat transnational crime.

Looking forward, the embassy expressed China's commitment to continue working closely with the Philippines. The focus will be on strengthening law enforcement cooperation to intensify the fight against crimes such as:

  • Kidnapping and extortion
  • Human trafficking
