PhilHealth Forges Partnership with Surgeons to Enhance Surgical Care Accessibility

In a significant move to address the high costs of surgical procedures in the Philippines, the Philippine Health Insurance Corporation (PhilHealth) has entered into a strategic collaboration with the Philippine College of Surgeons (PCS). This initiative aims to make quality surgical care more accessible to Filipinos across the nation.

Strengthening Universal Health Care Through Surgical Partnerships

Following the signing of a Memorandum of Agreement (MOA), PhilHealth President and CEO Dr. Edwin Mercado emphasized the critical role of surgical professionals in achieving the goals of Universal Health Care. He stated that this partnership is designed to build a robust system that ensures surgical services are within reach for every Filipino, regardless of location or economic status.

"Surgical professionals are among our most important partners in delivering on the promise of Universal Health Care," Mercado remarked. "Through this agreement, we are working with PCS to build the system that will make quality surgical care more reachable for every Filipino."

Key Components of the PhilHealth-PCS Agreement

Under the terms of the MOA, PhilHealth and PCS will jointly develop comprehensive surgical benefit packages tailored to meet the diverse needs of patients. Additionally, they will establish efficient referral networks and stringent quality standards to ensure consistent, high-quality care. This effort will be supported by ongoing research and detailed geographic mapping of surgical services throughout the country, identifying gaps and optimizing resource allocation.

The agreement also mandates that PCS ensure its member-surgeons comply with PhilHealth policies, enhance fraud detection mechanisms, and conduct ethical claims reviews. A joint mechanism will be created to resolve surgical claims and complaints promptly, fostering transparency and trust in the healthcare system.

Commitment to Best Practices and Ethical Standards

PCS has committed to identifying and sharing emerging best practices in surgical procedures with PhilHealth, promoting continuous improvement and innovation in medical care. This collaboration underscores PhilHealth's mandate under Universal Health Care to provide safe, fairly delivered, and high-standard surgical services to all Filipinos.

Addressing Surgical Workforce Challenges

Currently, estimates indicate there are approximately four surgeons for every 10,000 Filipinos, highlighting a significant shortage in surgical workforce density. This partnership aims to mitigate this issue by improving the efficiency and reach of existing surgical resources, ultimately enhancing healthcare outcomes nationwide.
