Romualdez and SEC Representative Potentially Summoned in Senate Blue Ribbon Committee's Next Hearing
Senator Panfilo Lacson, chair of the Senate Blue Ribbon Committee, has revealed that former House Speaker Martin Romualdez or a representative from the Securities and Exchange Commission (SEC) might be invited to an upcoming hearing. This move aims to shed light on the controversial acquisition of a high-end property located at No. 30 Tamarind Road in Makati, which occurred in 2023.
Property Purchase Under Scrutiny
The property in question was purchased by Golden Pheasant Holdings Corp., a company owned by Jose Raulito Paras, who has connections to the former Speaker. According to Senator Lacson, if Romualdez wishes to attend, he is warmly invited to present his side of the story. However, Lacson emphasized that Romualdez cannot be compelled to appear due to inter-parliamentary courtesy, a longstanding tradition of respect between legislative bodies.
In addition to Romualdez, Paras is also expected to be summoned to the next hearing. His invitation will focus on explaining his financial capacity to acquire the property, which is valued at no less than ₱1 billion, making it a significant transaction under investigation.
Flood Control Anomaly Hearing Background
This development follows the committee's eighth hearing on Monday, which centered on a flood control anomaly. During that session, two female witnesses were questioned about alleged connections between Romualdez and contractor Curlee Discaya. The inquiry revolved around the purchase of a house and lot in South Forbes Park, Makati City, in April 2023, with reports suggesting Discaya was used as a front for the transaction.
Both Romualdez and Discaya have consistently denied these allegations, maintaining their innocence in the matter. The Senate's probe continues to delve into these claims, seeking clarity and accountability.
Focus on Former DPWH Secretary Bonoan
Meanwhile, Senator Lacson has previously indicated that the next hearing might also center on former Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan. The goal is to address issues related to incorrect grid coordinates in flood control projects, as outlined in a report submitted to President Ferdinand Marcos Jr.
During a recent hearing, Undersecretaries Arthur Bisnar and Ricardo Bernabe III presented data revealing a clear pattern of erroneous coordinates. Over 86 percent of the projects contained inaccurate information, leading to suspicions that these errors were intentional.
Lacson suggested that the false data might not only be an attempt to discredit the Sumbong sa Pangulo website but also to weaken the case against alleged ghost flood control projects. He warned Bonoan that if he attempts to evade questions, he could be cited for contempt, arrested, and detained by the Senate.
Legislative and Investigative Goals
Senator Lacson reiterated that the committee's investigation is conducted in aid of legislation, aiming to inform potential lawmaking efforts. However, he noted that the findings could also provide leads for other investigative bodies, highlighting the broader implications of the probe.
