Dumanjug Mayor Welcomes Full Probe Into P3.23 Billion Projects
Dumanjug Mayor Gungun Gica has thrown open all municipal documents and infrastructure sites for investigation as Cebu emerges as a central focus in the alleged multibillion-peso insertions within the 2025 national budget. The controversy erupted after former Ako Bicol Representative Elizaldy Co released what he claims are P100 billion worth of secret insertions introduced during the 2024 bicameral conference committee deliberations.
Cebu Leads Provincial Allocations With P7.58 Billion
According to the released list, Cebu province stands out with approximately P7.58 billion in allocations, representing the widest and most concentrated project distribution among all provinces flagged. Dumanjug appears at the very top of this controversial list with P3.23 billion spread across 18 different projects, ranging from major road networks to tourism corridors.
Amid the growing national conversation about budget transparency, Mayor Gica emphasized that Dumanjug welcomes complete scrutiny. In a Facebook post published on Saturday, November 15, 2025, the mayor declared: "Transparency is our best protection, and Dumanjug is ready to open all documents, inspection reports, and project sites."
Formal Requests and Independent Audits Initiated
To support this commitment to transparency, Mayor Gica has formally requested the Department of Public Works and Highways (DPWH) to provide a comprehensive inventory of all flood control and infrastructure projects associated with the municipality. The mayor has welcomed independent audits by the Commission on Audit (COA), DPWH, and any other authorized investigating bodies.
Gica stated that all projects in Dumanjug are properly accounted for and available for inspection. The municipality's position comes as the Marcos administration establishes an Independent Commission on Infrastructure to investigate questionable spending patterns nationwide, while Malacañang continues to deny any wrongdoing.
The detailed breakdown of Cebu's allocations reveals substantial funding across multiple towns and cities:
- Dumanjug leads with P3.23 billion across 18 projects
- Sibonga follows with P1.05 billion
- Barili, Malabuyoc, Carcar City, Argao, Badian and Pinamungajan show substantial entries
- The P750 million Santander–Barili–Toledo road represents one of the largest corridor segments
Smaller but numerous allocations appear across both northern and southern Cebu, including Carmen, Compostela, Medellin, San Remigio, Moalboal, Dalaguete, Samboan, Catmon, Bogo City, Oslob and Cebu City. The projects range from P20 million barangay connectors to larger P150 million to P380 million road packages.
Notable infrastructure mentioned in the list includes a Talisay City bridge and a Dalaguete airstrip. Current status reports indicate that at least five projects worth P310 million have been bid out, though most have not yet commenced construction. The largest project clusters, totaling approximately P7.27 billion, cannot be independently verified through existing bidding records or DPWH listings.
Mayor Points to Disaster Performance as Evidence
Mayor Gica also highlighted Dumanjug's recent disaster management performance, noting that the town recorded zero casualties and minimal damage during Typhoon Tino. "We remain committed to strengthening mitigation measures for our people," the mayor affirmed, suggesting that proper infrastructure development contributed to the positive outcome.
