Escudero Answers Kickback Allegations in Counter-Affidavit

Senator Francis Escudero has formally responded to allegations linking him to a kickback scheme involving flood control projects. In a counter-affidavit submitted to the Office of the Ombudsman, Escudero denied the accusations and asserted that they are part of a demolition job against him.

Ombudsman Moves to Preliminary Investigation

The Office of the Ombudsman earlier announced that the plunder and graft complaints against the senator have passed the fact-finding stage and are now under preliminary investigation. Assistant Ombudsman Mico Clavano stated that the outcome of the investigation will determine whether the cases will be dismissed or recommended for filing before the Sandiganbayan.

Precautionary Hold Departure Order Issued

The Sandiganbayan Sixth Division had previously issued a precautionary hold departure order against Escudero to prevent him from leaving the country while the investigation is ongoing. This order remains in effect.

Escudero is among the lawmakers implicated in the controversial flood control scandal after former Department of Public Works and Highways Undersecretary Roberto Bernardo testified before the Senate Blue Ribbon Committee. Bernardo claimed that Escudero received a 20% commitment fee from P1.4 billion worth of projects in Valenzuela, Marinduque, Oriental Mindoro, and Quezon City. He also alleged that he delivered P160 million to Escudero, followed by a second delivery of P120 million in 2025.

Escudero has consistently denied these allegations, labeling them as baseless and part of a coordinated effort to tarnish his reputation. The senator's legal team expressed confidence that the counter-affidavit will demonstrate his innocence and lead to the dismissal of the complaints.

The investigation continues as the Ombudsman evaluates the evidence presented by both parties. The case has drawn significant public attention due to the large sums involved and the implications for government accountability in infrastructure projects.
