Police Officer Fails Mandatory Drug Test, Promotion Denied
A police officer applying for promotion in Lapu-Lapu City has tested positive for illegal drug use. The mandatory screening, which is part of the standard procedure for personnel seeking career advancement, took place on October 21, 2025.
Standard Procedure Uncovers Violation
According to Police Captain Edcel Petecio, the information officer of the Lapu-Lapu City Police Office (LCPO), the officer was subjected to a drug test at the Police Regional Headquarters. Captain Petecio clarified that this was not a random test but a required step for all promotion applicants. The officer in question was seeking the rank of Police Staff Sergeant and is assigned to Police Station 3 in Barangay Gun-ob, Lapu-Lapu City.
The officer did not contest the positive result and admitted to using illegal drugs. As a direct consequence, the officer is no longer qualified for promotion.
Disciplinary Process and a Troubling Pattern
Following standard protocol for personnel who test positive for drug use, the officer will be placed under the custody and monitoring of the Personnel Holding and Accounting Unit. Captain Petecio stated that the disciplinary process will proceed, unless the officer requests a confirmatory test to challenge the initial finding.
This incident is significant as it represents the fourth time a police personnel in Lapu-Lapu City has tested positive for illegal drugs since December 2024. In light of this recurring issue, Captain Petecio reminded all force members to uphold professionalism and avoid illegal substances.
The LCPO reaffirmed its commitment to internal cleansing and will continue to conduct surprise drug testing as part of its ongoing efforts to maintain integrity within the ranks.
