Mandaue City Files Criminal Malversation Case Over Missing P3.3 Million in Public Funds
In a significant development, Mandaue City Administrator Atty. Gonzalo "Sally" Malig-on has officially confirmed that the city government has elevated a criminal malversation case to the Office of the Ombudsman. This legal action stems from the alleged misappropriation of more than P3.3 million in public funds from the City Treasurer's Office during the previous year.
Formal Complaint Filed in November 2025
According to Malig-on, the complaint was formally submitted on November 7, 2025, following a thorough internal investigation conducted by the city into the disappearance of the funds. He emphasized that while the case has been lodged with the Ombudsman, it was not initially disclosed to the public at that time due to a series of subsequent events and procedural considerations.
Despite the complexities involved, Malig-on asserted that the city maintains a strong and unwavering stance in pursuing this criminal case. He clarified that from the outset, the City of Mandaue has been resolute in its commitment to ensuring that this issue is fully resolved and not overlooked.
Ombudsman Accepts Case for Review
Malig-on further reported that the Ombudsman has officially accepted the complaint for review. The case has been recorded under Case No. OMB-VEC-November-25-0547, marking a formal step in the legal process. This acceptance underscores the seriousness with which the allegations are being treated by the anti-graft body.
The complaint originated from an internal city investigation, which revealed that approximately P3,342,000 had allegedly gone missing. The investigation highlighted potential irregularities in the handling of public finances, prompting the city to take decisive legal action to hold accountable those responsible for the loss.
City's Commitment to Accountability and Transparency
In his statements, Malig-on reinforced the city's dedication to accountability and transparency in governance. He noted that the filing of this case reflects the local government's proactive approach in addressing financial discrepancies and safeguarding public resources. The move is seen as part of broader efforts to enhance fiscal discipline and restore public trust in municipal operations.
As the case progresses through the Ombudsman's office, stakeholders and residents are closely monitoring developments, anticipating further insights into the circumstances surrounding the missing funds and the legal outcomes that may follow.
