Authorities in Mandaue City have identified a 16-year-old male as the person responsible for a series of vandalism incidents across various locations in the city.
The successful identification came just hours after Mandaue City Mayor Thadeo Jovito “Jonkie” Ouano announced a reward for anyone who could provide information leading to the identification of the vandal behind the graffiti tag “SOLO.”
The tag had been found on walls and structures in various parts of the city, particularly along roadsides.
A whistleblower provided the complete identity of the responsible individual, including name, address, and photographs. Police confirmed that the suspect is a 16-year-old resident of Barangay Centro.
On the following morning, the minor, accompanied by his parents, was brought to the Philippine National Police (PNP) and the City Social Welfare and Services (CSWS) for intervention.
The city government treated the case as a rescue and counseling effort rather than a criminal arrest because the suspect is a minor.
“We can only issue warnings because he is a minor. He cannot be jailed, and afterward he is returned to his parents,” the mayor stated.
“The problem is that this behavior often becomes a habit influenced by peers, and simple warnings or counseling do not always solve it,” the mayor added.
Due to the situation, the city temporarily halted its ongoing wall painting and cleaning efforts.
Ouano noted that continuing the project without addressing the root cause would only result in a waste of government funds.
The mayor revealed that the city is now studying an ordinance to hold parents or guardians accountable when minors damage or vandalize public places.
Discussions have begun with City Legal Officer Attorney Gonzalo “Sally” Malig-on and Councilor Jay Del Mar to determine what measures can be legally implemented.
Cleaning and painting along major highways will resume, with expected assistance from the Department of Education (DepEd) and other national government agencies.
The mayor also thanked residents who cooperated with the authorities.
