A significant boost to the police force in the Negros Island Region occurred on December 15, 2025, as 244 new recruits formally pledged their duty to the nation. The oath-taking ceremony was held at the grandstand of the Negros Occidental Police Provincial Office (NOCPPO) located within Camp Alfredo M. Montelibano Sr. in Barangay Estefania, Bacolod City.
Ceremony Led by Top Regional Officials
The event was presided over by PRO-NIR Director, Brigadier General Arnold Thomas Ibay. He was joined by key officials from partner agencies, including National Police Commission (Napolcom)-NIR Director Owen De Luna and Department of the Interior and Local Government (DILG)-NIR Director Lailyn Ortez. Members of the regional staff and the recruitment screening committee were also present to witness the milestone.
According to Lieutenant Colonel Joem Malong, chief of the PRO-NIR Public Information Office, the new cohort comprises 187 male and 57 female aspirants. Their solemn oath marks their official entry into the Philippine National Police (PNP), binding them to uphold the Constitution and enforce the law with integrity, dedication, and honor.
Rigorous Training Journey Begins
Immediately after the ceremony, the newly appointed officers were formally turned over to the Regional Learning and Doctrine Development Division. This action initiates the first phase of their structured professional formation. Lt. Col. Malong confirmed that the recruits were subsequently transferred to the Negros Island Regional Training Center.
There, they will undergo a demanding training program designed to instill strict discipline, enhance their operational skills, and deepen their commitment to core police doctrines and values. This training is crucial for preparing them for the challenges of frontline duty.
Leadership Emphasizes Core Values and Public Trust
In his address, Brig. Gen. Arnold Thomas Ibay congratulated the new officers and highlighted the weight of their commitment. He reminded them that their oath is a pledge not just to the institution but directly to the Filipino people they are sworn to serve and protect.
"As the regional director of the Police Regional Office-Negros Island Region, I expect each one of you to uphold the core values of the PNP: Maka-Diyos, Makatao, Makabayan, at Makakalikasan," Ibay stated. He urged them to serve with humility, maintain discipline, and always remember their noble calling.
The regional director also expressed gratitude to the families of the recruits for their support and sacrifice. He assured them that the PNP is committed to molding the new officers into disciplined, professional, and values-driven public servants.
With this fresh infusion of personnel, the PRO-NIR strengthens its operational capabilities. The new patrolmen and patrolwomen now carry the responsibility of safeguarding communities, protecting lives and property, and embodying the ideals of service, integrity, and accountability that define the Philippine National Police.
