Army and MNLF Forge Stronger Alliance for Sulu's Peace and Stability

The Philippine Army's 11th Infantry Division (11ID), operating through its 1103rd Infantry Brigade (1103Bde), has entered into a significant partnership with the Moro National Liberation Front (MNLF). This collaboration aims to reinforce their joint dedication to preserving the relative peace that has been established in the province of Sulu. The initiative represents a proactive step toward ensuring long-term stability and security in the region.

Substantive Engagement for Peaceful Dialogue

On Monday, January 19, the 1103Bde conducted a substantive engagement with senior leaders and coordinators from the MNLF in Sulu. This meeting was part of the Brigade's ongoing efforts to maintain peace and order within its area of responsibility. The military delegation was led by Brigadier General Emmanuel Cabasan, the 1103Bde commander, and Colonel Abdelhalim Sakilan, the deputy brigade commander. Representing the MNLF were Commander Kana Isnain and Commander Abe Isnain.

According to Brigadier General Cabasan, who spoke on Thursday, January 22, the engagement served as a vital platform for open dialogue and coordination. It allowed both parties to reaffirm their mutual support in upholding stability, security, and development across Sulu. The discussions focused on key issues impacting peace and security, with an emphasis on:

  • Cooperation between military and MNLF forces
  • Trust-building measures to foster better relations
  • Peaceful resolution of disputes to avoid escalation
  • Timely coordination to prevent conflicts and address emerging concerns

Emphasis on Communication and Collective Responsibility

During the meeting, both the Army and MNLF highlighted the critical importance of sustained communication and collective responsibility. This approach is essential for preserving the gains of peace achieved in Sulu and ensuring the safety and well-being of local communities. Brigadier General Cabasan emphasized in a statement that the engagement reflects the Brigade's commitment to a whole-of-nation approach. This strategy recognizes that lasting peace can only be achieved through collaboration, mutual respect, and shared accountability among all stakeholders.

Joining Brigadier General Cabasan and Colonel Sakilan in the discussions were Lieutenant Colonel Christopher Genzola of the 35th Infantry Battalion (35IB) and Lieutenant Colonel Genesis Gabrido. Their participation underscores the military's comprehensive effort to engage with MNLF leaders at various levels, ensuring that peace initiatives are inclusive and effectively implemented.

This partnership between the 11th Infantry Division and the Moro National Liberation Front marks a significant milestone in the ongoing peace process in Sulu. By fostering open dialogue and reinforcing mutual commitments, both parties aim to build a more secure and prosperous future for the province, setting a positive example for conflict resolution and cooperation in the Philippines.
