In a targeted operation on Wednesday evening, January 28, 2026, authorities arrested two individuals for possession of e-cigarettes or "vapes" containing illegal drugs. The buy-bust took place on C. Padilla Street in Barangay Duljo Fatima, Cebu City, leading to the immediate detention of the suspects.

Identities and Background of the Arrested Individuals

Philippine Drug Enforcement Agency (PDEA) 7 Director Joel Plaza identified the apprehended men as alias Finley, an 18-year-old student enrolled in the Alternative Learning System (ALS) and a resident of the area, and alias Jeric, a 30-year-old e-bike driver. Both were caught red-handed during the enforcement action.

Escape of Primary Target and Seized Evidence

However, the main target of the operation, identified as alias Zairah, managed to evade capture after noticing the presence of operatives from the PDEA-Cebu Provincial Office, PDEA Intelligence Operation Unit, and Mambaling Police Station. From the suspects, authorities confiscated 20 e-cigarettes filled with a yellowish liquid.

This substance is suspected to contain Tetrahydrocannabinol (THC), an illegal drug derived from marijuana, indicating a dangerous trend in drug distribution methods.

According to Leia Alcantara, information officer for PDEA 7, the agency had been conducting a two-week case buildup against the suspects after receiving reports about the sale of marijuana-flavored vapes. The investigation revealed that the primary clientele of these suspects included:

  • Customers of high-end bars and drinking establishments

This highlights a concerning market for illicit substances among various social and professional groups in the urban area.

The seized evidence has been forwarded to the PDEA 7 Regional Office Laboratory for thorough analysis and verification. Meanwhile, the arrested suspects are now facing charges for violating Republic Act 9165, also known as the Comprehensive Dangerous Drugs Act of 2002.
