Cebu City Transportation Committee Endorses Extended UV Express Route
The Committee on Transportation, Communication, and Other Utilities of the Cebu City Council has officially recommended approval for a proposal to extend the route of a UV Express service operating between Lapu-Lapu City and Cebu City. In a detailed report submitted by Councilor Winston Pepito, the committee addressed a resolution from the Sangguniang Panlungsod that sought comments and recommendations regarding a request from the United Drivers and Operators Transport Cooperative (Udotco). Represented by operations manager Marlon Limpangug, Udotco is seeking to expand its current route from a terminal in Lapu-Lapu City to Robinsons Galleria Cebu, then directly to downtown Cebu City at UV Sanciangko–GV Tower, and back to Lapu-Lapu City.
Support and Procedural Steps
This request is supported by a Board Resolution from Udotco dated July 15, 2025, which called for backing from the Cebu City Council through Councilor Sisinio Andales and the Cebu City Transportation Office (CCTO). The committee noted that the proposal was forwarded to the Traffic Management Committee (TMC) Board on October 24, 2025. During a regular meeting, the TMC Board subsequently referred the matter to the City Planning and Development Office (CPDO) for a thorough evaluation.
CPDO Evaluation and Recommendations
In a letter dated December 4, 2025, the CPDO clarified that the Local Public Transport Route Plan (LPTRP) for Cebu City only covers routes within the city's territorial boundaries. Due to this limitation, the CPDO recommended that Udotco directly engage with the Land Transportation Franchising and Regulatory Board (LTFRB) to pursue this inter-city route extension, as it falls outside the city's jurisdiction.
Committee's Rationale for Support
Despite the jurisdictional constraints highlighted by the CPDO, the committee recognized multiple compelling reasons to support the proposal. Key factors include the enhanced ease of travel for the public and the pressing need for improved transportation options. The committee emphasized that this extension would not only benefit daily commuters by reducing travel time and increasing accessibility but also stimulate economic activity by better linking key commercial areas between the two cities.
