LTO and HPG Forge Stronger Partnership to Enhance Road Safety in Central Visayas

In a significant move to bolster public safety and traffic management, the Highway Patrol Group (HPG) 7 and the Land Transportation Office (LTO) 7 have reinforced their collaborative efforts across the Central Visayas region. This development follows a courtesy visit by Police Lieutenant Colonel Wildemar Tiu, the Regional Chief of HPG 7, to LTO 7 Regional Director France Rances on Tuesday, February 24, 2026.

Key Initiatives and Government Programs Discussed

During their meeting, the two officials engaged in detailed discussions on various government initiatives and programs. A primary focus was the strict enforcement of national traffic regulations, aimed at ensuring the safety of both the riding public and motorists. This partnership underscores a shared commitment to reducing road accidents and improving overall traffic flow in the area.

Combating Noise Pollution from Modified Mufflers

One of the top priorities agreed upon was the crackdown on muffler modifications, specifically targeting loud exhaust systems in vehicles and motorcycles throughout Central Visayas. P/Lt. Col. Tiu pledged HPG 7's support in enforcing Section 34 of Republic Act 4136, also known as the Land Transportation and Traffic Code. This section addresses violations related to vehicle modifications that contribute to noise pollution.

The initiative responds directly to growing public complaints received by LTO 7. Residents have reported that the noise from modified exhaust systems disrupts sleep and rest, creating significant sound pollution in local communities. By addressing these issues, the agencies aim to enhance the quality of life for residents while promoting safer driving practices.

Ongoing Collaboration and Future Efforts

HPG 7 remains a key partner for LTO 7 in ensuring that all motorists adhere to traffic laws within their jurisdiction. This strengthened alliance is expected to lead to more effective monitoring and enforcement, with both agencies working in tandem to implement traffic safety measures. The meeting highlighted a proactive approach to tackling road safety challenges, with plans for continued coordination and public awareness campaigns.

As part of their efforts, the officials emphasized the importance of community involvement and reporting mechanisms to identify violators. This collaborative strategy not only aims to reduce noise pollution but also to foster a culture of compliance and responsibility among drivers, ultimately contributing to safer and more orderly roads in Central Visayas.
