The funding for this technological transition will come from an unexpected source: insurance proceeds from two police helicopters that crashed in recent years. "The insurance proceeds amount to almost $10 million," Remulla explained. "Instead of buying helicopters again, we will use the funds to purchase high-technology drones. They are cheaper, easier to operate, and more effective in drug interdiction than helicopters or boats."

Authorities arrested two Chinese nationals after concerned citizens reported the men seeking assistance to recharge their cellphones. Hours later, law enforcement apprehended two Filipino nationals allegedly paid to rescue the Chinese suspects.

Remulla described the operation's sophistication, noting that the suspects themselves employed drones to locate scattered drugs when their boat ran aground. "They are not ordinary criminals—these are syndicates, and they are foreign," he stated. Initial investigations suggest Vietnamese manufacturing origins for the drug packaging, though this remains unvalidated.

Broader Context of Drug Enforcement Success

The Interior Secretary provided context for the ongoing drug war, revealing that Philippine law enforcement agencies, including the PDEA and PNP, have recovered eight tons of illegal drugs from 2022 to 2025. This increased interdiction has significantly impacted drug markets, with prices rising from P3,800 per gram in 2022 to P7,000 per gram currently.

The suspects in the Occidental Mindoro case reportedly entered the Philippines on March 5 and rented a house in Batangas with a Chinese woman believed to be a key syndicate member.

From a large ship, the drugs are transferred to a speedboat, and the speedboat brings them here.
