Philippines to Launch Next-Generation Emergency Communication System in February 2026
The Department of the Interior and Local Government (DILG) is set to revolutionize the country's emergency response capabilities with the introduction of a state-of-the-art communication platform. The Unified Platform for Communications & Dispatch (UPCAD) will be integrated into the national 911 services starting February 2026, marking a significant advancement in public safety infrastructure.
Advanced Technology for First Responders
The UPCAD system comprises a robust dispatch console specifically engineered for demanding public safety environments. First responders will be equipped with ultra-durable smartphones, feature phones, and tablets designed for industrial and mission-critical use. These devices meet stringent durability standards to withstand challenging emergency conditions.
During demonstrations at the Unified Dispatch and Communications Forum held at Solaire North on January 21, 2026, the system showcased its ability to deliver instant, rich data to field personnel. The platform utilizes geolocation services for real-time position tracking and facilitates coordination through secure Mission Critical Data and Mission Critical Video capabilities.
Collaborative Implementation and International Recognition
The initiative represents a collaborative effort between multiple government agencies and private sector partners. Representatives from various government offices involved in peace and order, civil defense, fire protection, maritime security, air force operations, civil aviation, and the embassies of France and the United States attended the forum.
NGA 911 Philippines and Next Generation Core Services (NGCS), providers of next-generation emergency response technology, partnered with PLDT and ePLDT for telecommunications infrastructure and cloud hosting services. International collaboration included Streamwide S.A., a French software company specializing in mission-critical communications, and Rug Gear, manufacturer of durable emergency communication tools.
Transforming Emergency Response Coordination
The integrated communication approach, called Team On The Run (TOTR), will leverage modern cellular networks and data capabilities to provide secure, feature-rich coordination beyond traditional radio systems. This technology promises uninterrupted communication during emergencies, faster response times, enhanced situational awareness, and improved public safety outcomes.
Ishka Villacisneros, Chief Financial Officer of NGA 911 in the USA and President of NGA 911 Philippines, emphasized the system's transformative potential. "Unified Dispatch is not just about connecting platforms. It's connecting people, agencies and decisions seamlessly and in real time," she explained. "The first responders are supported by technology that works with them, not against them."
Villacisneros noted that the Philippines currently stands as the only country in Southeast Asia with a complete Next Generation 911 call system, serving as a regional model for public safety.
Comprehensive System Integration
Rob Llaguno, Country Head of NGA 911 Philippines, highlighted the comprehensive nature of the emergency response system. "A truly effective emergency response system requires the combined efforts of the national and local governments, private and public sectors and civilian and uniformed services," he stated.
The UPCAD system will link agencies, local government units, and first responders together, enabling coordinated solutions during emergencies. This integration aims to ensure all Filipino citizens receive proper protection and peace of mind through improved interoperability and connected command structures.
