The Philippine National Police (PNP) has announced a comprehensive review of police visibility deployment protocols to safeguard the welfare of personnel during the upcoming dry season when temperatures are expected to rise significantly. This initiative aims to balance public safety with the well-being of officers on the ground.

PNP chief General Jose Melencio Nartatez Jr. emphasized the dual commitment in a recent statement. "While we commit to the protection and safety of all our kababayan for all activities during the summer, we also have to look after the welfare of all our personnel who will be tasked to secure them," Nartatez explained. The directive to review deployment protocols has been issued to all police commanders nationwide.
"We have to strike that balance to ensure smooth implementation of security measures for the welfare of everybody," Nartatez added, highlighting the need for equitable consideration of both public and police needs.
Oplan Ligtas SumVac 2026 Security Framework
This review is part of the broader "Oplan Ligtas SumVac 2026" security plan, which will run from March 29 to May 31. The plan is designed to ensure traveler safety during key periods including:
- Holy Week observances
- Summer vacation season
- Philippine Veterans Week
- Araw ng Kagitingan (Day of Valor)
- Labor Day celebrations
- Flores de Mayo festivals
Strategic Deployment and Coordination
The security strategy focuses on several critical areas:
- Heightened police visibility in public spaces
- Strategic deployment at transport hubs, tourist destinations, and pilgrimage sites
- Close coordination with local government units (LGUs) and other agencies
Nartatez noted that these measures are essential for maintaining order and safety during peak travel and holiday periods. The protocol review specifically addresses how officers are deployed during extreme heat conditions, ensuring they have adequate protection and support while performing their duties.
The PNP's proactive approach reflects growing awareness of climate impacts on law enforcement operations. By adjusting deployment strategies, the organization aims to prevent heat-related health issues among personnel while maintaining effective public security coverage throughout the dry season.
