Comelec Issues Strict Rules for Antipolo Special Elections

In a decisive move to ensure fair and orderly electoral proceedings, the Commission on Elections (Comelec) has announced a comprehensive set of prohibitions leading up to the crucial March 14, 2026 special elections in the Second District of Antipolo City. The poll body issued these directives on Tuesday, January 27, 2026, emphasizing strict enforcement to maintain the integrity of the upcoming polls.

Key Prohibitions on Official Actions

According to Comelec Resolution 11189, a significant restriction has been placed on the suspension of local government officials. Specifically, from February 12, 2026, through March 29, 2026, no public official is permitted to suspend any elective provincial, city, municipal, or barangay officer without obtaining prior written approval from the Commission. This measure aims to prevent any potential disruptions or political maneuvering that could influence the electoral process.

Ban on Civil Servant Transfers

In addition to the suspension ban, the Comelec has also prohibited the transfer of civil servants during the same critical period. This prohibition encompasses a wide range of public employees, including public school teachers, personnel of the Philippine National Police (PNP), and civilian employees of the Armed Forces of the Philippines (AFP). The Comelec stated that no public official shall make or cause any transfer or detail of any officer or employee in the civil service from February 12 to March 29, 2026, except with prior written authority from the Commission. This rule is designed to ensure stability and impartiality among government workers involved in election-related duties.

Restrictions on Social Services Distribution

In a related development, the Comelec has imposed a total ban on the distribution of several controversial government social services in the days leading up to the special polls. From March 4, 2026, to March 14, 2026, the giving and distribution of programs such as Ayuda, Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (Tupad), Ayuda para sa Kapos ang Kita Program (Akap), Assistance to Individuals in Crisis Situation (AICS), and the Pantawid Pamilyang Pilipino Program (4Ps) shall be completely prohibited. The only exceptions allowed are for medical and burial assistances, which are typically provided to qualified individuals on a non-political basis.

Financial and Project Prohibitions

Furthermore, the Comelec has extended these restrictions to include the release, disbursement, or expenditure of public funds for other social welfare and services projects. This prohibition is effective from February 12, 2026, to March 13, 2026. During this same period, the commission has also banned the release, disbursement, or expenditure of public funds for housing-related projects. Additionally, from February 12 to March 13, 2026, the issuance, use, or availment of treasury warrants or any device undertaking future delivery of money, goods, or other things of value chargeable against public funds is strictly prohibited.
