Comelec Allocates P3.6 Billion for Bangsamoro Elections Amid Middle East Crisis Concerns
Comelec P3.6B Budget for Bangsamoro Elections Amid Crisis

The Commission on Elections (Comelec) announced on Wednesday, March 25, 2026, that it has secured a P3.6 billion budget for the upcoming Bangsamoro Parliamentary Elections (BPE), tentatively scheduled for September 14 of that year. Comelec Chairman George Garcia expressed cautious optimism that this allocation would be sufficient to cover the electoral exercise, despite growing concerns over the economic impact of the ongoing Middle East crisis.

Budget Breakdown and Funding Sources

In a detailed interview, Chairman Garcia revealed the composition of the P3.6 billion fund. Congress has allocated P3 billion, supplemented by a standby fund of P100 million. Additionally, the Bangsamoro Transition Authority has contributed P500 million specifically for the Comelec's use in conducting the elections. Garcia emphasized that the agency is actively monitoring financial needs in light of global uncertainties.

Middle East Conflict and Economic Ripple Effects

The poll chief highlighted significant worries about the potential effects of the war in the Middle East, which has already led to a surge in oil prices and increased costs for other basic commodities in the Philippines. Garcia stated, "We are really concerned about the potential rise in the cost of ballots and other materials to be used in the Bangsamoro Parliamentary Election, as the prices of our commodities are increasing, especially the price of petroleum."

He elaborated on the specific areas where cost increases are anticipated, noting that paper and ink expenses are expected to rise, along with printing costs at the National Printing Office. Shipping services and overall logistics will also become more expensive due to the fuel price hikes. "We are already making projections on the effects of the price hikes of gasoline, etc. We want to know, more or less, how much will be added to each cargo we will be sending," Garcia explained.

Preparations and Contingency Planning

To address these challenges, the Comelec is factoring in all potential cost escalations into their election preparations. Garcia added, "Hopefully, if there will be adjustments based on current developments, there will be enough funds for the Bangsamoro elections." The statement comes amid a backdrop of rising fuel prices in the Philippines, directly attributed to the Middle East conflict, which has already triggered increases in the costs of various goods and services nationwide.

The agency's proactive approach involves continuous assessment and adjustment to ensure that the P3.6 billion budget can adequately cover all election-related expenses, from materials to logistics, despite the volatile economic environment.
