Comelec Issues Clear Guidelines for 2026 Barangay and SK Elections

The Commission on Elections (Comelec) has officially clarified the eligibility rules for the upcoming November 2026 Barangay and Sangguniang Kabataan Elections (BSKE), providing crucial guidance for incumbent officials.

SK Officials Eligible for Reelection

In a significant announcement, Comelec confirmed that incumbent Sangguniang Kabataan (SK) officials elected during the October 30, 2023 BSKE are permitted to seek reelection to the same positions in the November 2, 2026 elections. This decision comes via Resolution 11207, which states these officials may run again "provided that they possess all the required qualifications and are not subject to any disqualification at the time of filing of their Certificates of Candidacy (COC)."

The poll body emphasized that the transitory provisions of Republic Act 12232 do not apply to current SK officials, reinforcing the standard term limit rule that "no elective Sangguniang Kabataan official shall serve for more than one term in the same position."

Barangay Officials Face Three-Term Limit

In contrast, Comelec has established stricter limitations for barangay officials. The commission explicitly stated that "incumbent elective barangay officials serving their third consecutive term in the same position shall not be eligible to run for the same position" in the 2026 BSKE.

This restriction aligns with Republic Act 12232, which imposes a three-term limit for barangay positions. Comelec reiterated that "no elective barangay official shall serve for more than three consecutive terms in the same position," ensuring turnover and preventing indefinite incumbency at the local level.

Key Election Timeline

The filing period for Certificates of Candidacy for the 2026 Barangay and Sangguniang Kabataan Elections has been set from September 28 to October 5, 2026. This gives potential candidates a clear window to formalize their political aspirations.

These clarifications from Comelec provide much-needed certainty for local politicians planning their 2026 campaigns, while maintaining the democratic principles of term limits that prevent excessive consolidation of power at the grassroots level of Philippine governance.
