City of San Fernando Mayor Vilma Caluag has firmly denied any involvement in election fraud as the manual recount of ballots for the May 2025 mayoral race commenced on Monday. In a statement, Caluag emphasized that her camp did not engage in any fraudulent activities during the election process.
Respect for COMELEC Decision
Mayor Caluag expressed her respect for the decision of the Commission on Elections (COMELEC) to approve the election protest filed by her opponent, former Board Member Mylyn Pineda-Cayabyab. She confirmed that she did not file a counter-protest, stating her confidence in the integrity of her campaign.
"I am confident because I know we did not cheat. I swear to God we did not cheat, so I am confident in the outcome of the recount," Caluag said in a direct quote, reinforcing her stance on the matter.

Despite the ongoing recount, Mayor Caluag urged the residents of San Fernando to pray for one another and assured them that she will continue working for the city's progress. She highlighted her commitment to ongoing projects and programs that benefit the Fernandino community.
"We will continue working because I am focused on what we have started here. My focus is on the projects and programs we initiated, as they will help the Fernandinos, especially now that we are close to achieving our ultimate dream of having our own hospital," Caluag explained, outlining her priorities during this period.

Mayor Caluag added that she was not surprised by the news of the recount, acknowledging the influence and power of her political opponents. "We know who our opponents are.
