In a detailed announcement, DFA spokesperson on maritime affairs, Rogelio Villanueva Jr., emphasized that the primary objective of the amended MOU is to establish a Joint Coast Guard Committee on Maritime Cooperation. This committee was originally created under a 2016 agreement between the two nations. The DFA stressed that the agreement is not intended to facilitate cooperation in sensitive operational areas or to authorize joint patrols. Instead, it aims to provide a formal and structured communication channel between the Philippine and China Coast Guards.

Diplomatic Channels and Government Oversight

The negotiations for this MOU are being conducted through appropriate diplomatic channels and have been further expanded via Bilateral Consultation Mechanism meetings. The DFA has assured the public that all ongoing discussions are regularly reported to key government officials. This includes the National Security Adviser, who serves as the chair of the National Task Force for the West Philippine Sea, as well as the Secretary of Foreign Affairs and the PCG Commandant. This oversight ensures that the agreement aligns with national security interests and foreign policy objectives.
