Legarda Champions Enduring Peacebuilding at PAMANA Memorandum Signing

Senator Loren Legarda has underscored the necessity of treating peacebuilding as a perpetual mission, highlighting that temporary ceasefires are inadequate without subsequent development in communities long plagued by conflict. She made these remarks as the Guest of Honor and Speaker during the signing of the Memorandum of Agreement for the PAyapa at MAsaganang PamayaNAn (PAMANA) Program at the Foro de Intramuros on March 26, in collaboration with the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) and local governments.

Development as the Core Solution to Conflict

Legarda articulated that while negotiations might halt hostilities temporarily, only sustained progress can prevent their recurrence. She asserted, "Negotiations may temporarily stop the fighting, but development alone is the solution to ensure it does not happen again." According to her, peace cannot be robust unless the root causes of strife—such as poverty, lack of opportunities, and injustice—are effectively addressed.

PAMANA Program's Impact and Enhanced Coordination

The PAMANA program serves as the government's flagship peace and development initiative for conflict-affected and geographically isolated regions. Since its inception in 2011, over ₱75.8 billion has been allocated to infrastructure, housing, health, and livelihood projects. The newly signed agreement establishes clearer coordination, reporting, and accountability mechanisms for project implementation, aiming to streamline efforts and maximize outcomes.

Legislative and Budgetary Support for Peace Initiatives

In her role as chair of the Senate Committee on National Defense and Security, Peace, Unification, and Reconciliation, Legarda is also advancing Senate Bill No. 532, which proposes a Transitional Justice and Reconciliation Program for the Bangsamoro region. Additionally, an extra ₱850 million has been earmarked in the 2026 budget to expand OPAPRU's educational assistance program. Legarda emphasized that education is pivotal in reducing violence and securing a brighter future for upcoming generations.

Call for Transparency and Inclusivity

Concluding her address, the senator urged local governments to ensure transparency and inclusivity in executing PAMANA projects. She stressed that community involvement and open governance are essential for fostering lasting peace and equitable development across all affected areas.
