Philippine Military Joins EU-Backed Peace Project Launch in Sulu
On Friday, February 27, 2026, the 1103rd "Kalis" Infantry Brigade of the 11th Infantry Division actively participated in the official launch of the Sustain Project in Sulu. This significant event was implemented by Nonviolent Peaceforce (NP), an international non-governmental organization, with crucial support from the European Union.
Broad Coalition Gathers for Peace Initiative
The launch ceremony brought together a diverse array of stakeholders, including representatives from the Armed Forces of the Philippines, Philippine National Police, local government units, academic institutions, women's groups, religious leaders, media organizations, and civil society organizations. This gathering highlighted a unified commitment to enhancing civilian protection mechanisms and fostering sustainable peace in the Bangsamoro Autonomous Region in Muslim Mindanao (Barmm).
Military Leadership Emphasizes Collaborative Approach
Colonel Abdelhalim Sakilan, deputy commander of the 1103rd Infantry Brigade, expressed gratitude to Nonviolent Peaceforce for involving the military in this vital initiative. He reaffirmed the military's steadfast dedication to protecting civilians and maintaining security, even under difficult circumstances. Sakilan noted that the military's efforts are closely aligned with the Sustain Project's objectives, which focus on promoting inclusive participation, conflict-sensitive strategies, and people-centered security measures.
Defining True Peace Beyond Conflict Absence
Colonel Sakilan elaborated that genuine peace extends beyond merely the absence of violence. He emphasized that achieving lasting peace requires justice, security, and robust collaboration among various entities, including the military, law enforcement agencies, the National Government, civil society organizations, and community leaders. This holistic approach is central to the project's mission.
Unified Call for Continued Partnership
The launch event concluded with a collective appeal for ongoing partnership and coordinated action to ensure that peace in the region remains inclusive and durable. Nonviolent Peaceforce, founded in 2003, specializes in protecting civilians in violent conflicts through Unarmed Civilian Protection (UCP) strategies, making this collaboration particularly impactful.
This initiative marks a pivotal step in strengthening peacebuilding efforts in Sulu, with the military playing a supportive role in a broader, community-driven framework.
