The Department of Foreign Affairs (DFA) has strongly defended the provisional understanding between the Philippines and China regarding the Second Thomas Shoal, commonly known as Ayungin Shoal. Officials have emphasized that this agreement does not compromise the nation's sovereignty or reward any coercive actions by Beijing in the West Philippine Sea.

Clarifying the Purpose of the Agreement

According to DFA maritime affairs spokesperson Rogelio Villanueva Jr., the primary goal of this understanding is to prevent misunderstandings and miscalculations during Philippine resupply missions to the BRP Sierra Madre. Villanueva clarified that China's permission is not required for these missions to proceed, reinforcing the Philippines' independent operational capabilities in the area.

Successful Implementation and Future Expectations

Since the agreement was reached in 2024, the Philippines has successfully conducted 13 routine resupply missions without any recorded incidents. This track record highlights the effectiveness of the provisional understanding in maintaining stability. The DFA expects China to continue adhering to the agreed terms to ensure the safety of Filipino troops stationed in the region.
