Philippines and France Forge Stronger Defense Alliance with New Visiting Forces Pact
In a significant move to bolster military collaboration, the Philippines and France officially signed a Status of Visiting Forces Agreement (SOVFA) on Thursday, March 26, 2026. This landmark accord is poised to substantially enhance bilateral cooperation while offering robust legal safeguards for joint endeavors between the Armed Forces of the Philippines and the French Armed Forces.
High-Level Defense Meeting in Paris
The announcement followed a pivotal bilateral meeting in Paris between Philippine Secretary of National Defense Gilberto Teodoro Jr. and French Minister for the Armed Forces and Veterans Catherine Vautrin. Their discussions centered on pressing regional security challenges across multiple theaters, including the Indo-Pacific, the Middle East/South-West Asia, and Europe. Both leaders underscored the critical importance of multilateralism and a rules-based international order in addressing these complex issues.
Joint Commitment to Peace and Stability
In a joint statement, Teodoro and Vautrin articulated a shared vision for regional stability, advocating for:
- The peaceful resolution of disputes through diplomatic channels.
- The reinforcement of supply chain resilience to mitigate crisis impacts.
- Strict adherence to the spirit and provisions of the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
- Recognition of the primacy of the 2016 Arbitral Award on the South China Sea.
The Philippines also expressed appreciation for France's deepening engagement with the Association of Southeast Asian Nations (ASEAN) and the ASEAN Defence Ministers' Meeting-Plus. Notably, France's active participation in Expert Working Groups on Humanitarian Assistance and Disaster Response (HADR) and maritime security was highlighted as a valuable contribution to regional security frameworks.
Building on a Foundation of Cooperation
The agreement builds upon the positive momentum established by the December 2023 Letter of Intent (LOI) on strengthening bilateral defense relations. Both sides celebrated the dynamic and fruitful interactions that have characterized their partnership in recent years.
Secretary Teodoro and Minister Vautrin acknowledged the tangible progress in defense cooperation, evidenced by:
- Regular convening of bilateral defense dialogues.
- Reciprocal visits by defense and armed forces delegations.
- Sustained educational exchanges between military institutions.
- Strategic port visits and aerial stopovers.
- Joint naval exercises and disaster response training activities.
This comprehensive SOVFA not only formalizes existing collaborative efforts but also sets a structured legal framework to facilitate future joint operations, training, and humanitarian missions, marking a new chapter in Philippines-France defense relations.
