Vice President Sara Duterte has publicly defended her decision not to attend impeachment hearings conducted by the House of Representatives Committee on Justice, arguing that her absence is being used to create a misleading media narrative. Two impeachment complaints against Duterte have been deemed sufficient in form, substance, and grounds, allowing the committee to proceed with hearings that will determine whether the case advances further in Congress.
Duterte Rejects 'Mini-Trial' Narrative
In a statement issued on March 25, Duterte asserted that invitations to attend the committee hearings appear designed to construct a media narrative portraying the proceedings as a 'mini-trial' based on her non-response and non-attendance. 'The invitation to attend the Committee on Justice hearing seems to be used to build a media narrative that there will be a 'mini-trial,' based on my alleged failure to respond and attend,' Duterte stated.
She further claimed that 'in this way, the hearings are being used to enable the House of Representatives to conduct a third fishing expedition against me.' Duterte emphasized that no rule mandates the respondent's personal appearance during impeachment proceedings at the committee level and noted she had already submitted her formal response, known as an Answer ad Cautelam, to the committee.
Impeachment Complaints and Political Context
The current impeachment complaints stem from allegations including:
- Misuse of confidential funds
- Unexplained wealth accumulation
- Other claims related to her conduct in office
These accusations occur within broader political tensions in Philippine leadership, particularly amid a widening rift between Duterte and President Ferdinand Marcos Jr. This marks not the first impeachment attempt against Duterte; in 2025, a previous effort was nullified by the Supreme Court on constitutional grounds, specifically citing the one-year bar rule that limits how frequently such complaints can be filed.
