The Bacolod City Legal Office has launched a comprehensive investigation into allegations of mass falsification involving 32 employees from the General Services Office. The employees are accused of tampering with their payslips to qualify for Government Service Insurance System loans.
Investigation Details and Timeline
City Legal Officer Karol Joseph Chiu confirmed that all 32 regular employees, along with their assistant department head who authorized their documents, received formal notices to explain their actions last week. The employees were given a five-day window to submit their written explanations to the City Legal Office.
The investigation began when GSO department head Gilda Lluisma made a routine inquiry with the Management Information Technology Computer Services on November 12, 2025. She sought to finalize and process employee payroll data when the potential irregularities surfaced.
Discovery of Alleged Tampering
During the payroll verification process, MITCS officials discovered that numerous GSO employees showed negative or zero balances in their net pay accounts. This discovery prompted deeper scrutiny into the matter.
Through examination of QR codes on the payslips, investigators found significant discrepancies between the actual net pay amounts and the figures presented on the altered documents. The legitimate net pay amounts showed approximately P5,000, while the tampered payslips displayed P7,000 - the minimum threshold required for GSIS loan eligibility.
Loan Processing and Current Status
All 32 employees successfully processed their loan applications following Typhoon Tino, taking advantage of the declared state of calamity. The employees applied for various loan types including calamity loans, computer loans, and multi-purpose loans.
The GSIS has already approved and released all loan applications submitted by the accused employees. The incident report was formally submitted by Lluisma to the City Legal Office, triggering the current administrative inquiry.
As part of the preliminary investigation, the CLO has formally requested certified true copies of all GSIS loan documents from the GSIS office. These documents include the actual loan applications and payslips submitted by the 32 employees to support their loan requests.
Chiu confirmed that the City Legal Office will also submit its complete investigation report to the GSIS once the inquiry concludes.
