In preparation for the upcoming Sinulog festivities, Carmen Mayor Carlo Villamor has issued a significant executive order to manage traffic and enhance public safety. The mayor has officially declared several key roads as walking areas exclusively for the 53rd anniversary celebration of Sinulog in Carmen, scheduled for this Sunday, January 25, 2026. This proactive measure aims to ensure a smooth and orderly flow of activities, particularly during the highly anticipated street dancing events that draw large crowds of devotees and visitors.
Executive Order Details and Traffic Management Strategy
Mayor Villamor signed Executive Order No. 1 S. 2026, which explicitly outlines the designated walking zones to alleviate congestion and promote safety. According to the order, the primary objective is to encourage residents and attendees to walk between the church and the grandstand, thereby reducing vehicle traffic and minimizing risks during the celebrations. The EO emphasizes that this approach will help maintain a hassle-free environment for all participants, ensuring that the religious and cultural events proceed without disruptions.
Specific Road Closures and Alternative Parking Options
The affected roads will be closed to vehicular traffic from 9:00 AM to 9:00 PM on the day of the event. Key streets included in this closure are Kamuning St. in Poblacion and P. Gecain St. in Dawis Norte. For those traveling by car, especially visitors from distant areas, alternative parking facilities have been identified to accommodate vehicles. Approved parking areas include the Carmen Memorial Park, Camara Property, Carmen Technological University parking area, Shemberg Biotech property, and Cebu Academy, all located in barangays where roads will remain accessible.
Strict Enforcement and Prohibited Parking Zones
To enforce these regulations strictly, Mayor Villamor has highlighted that parking will be absolutely prohibited on specific national roads and other critical routes. These restricted areas encompass the national road in Dawis Norte leading to Luyang, as well as McKinley St., Cogon West, Magallanes St., and J. Climaco St. Authorities will clamp and tow vehicles found violating these rules, with offenders facing immediate penalties.
