Cebu City is gearing up for significant public demonstrations and enhanced security measures this Sunday, November 30, 2025, as various sectors unite for nationwide anti-corruption protests that coincide with Bonifacio Day commemorations.
City Hall Coordinates Security Measures
Mayor Nestor Archival has confirmed that Cebu City Hall has activated coordination protocols with the Philippine National Police and multiple civic organizations to maintain peaceful assemblies during the anticipated large gatherings. Rally permits requested by organizing groups received approval earlier this week.
"They asked for a permit and I said go ahead, I really had no problem with it because, in the end, their advocacy is anti-corruption, and I am with them," Archival stated during a press briefing.
While expressing support for the anti-corruption cause, the mayor emphasized that public safety remains the city's primary concern. He clarified his position of political neutrality, stating he prefers to remain impartial and not take sides in political matters.
Multi-Sectoral Participation Expected
The Cebu demonstrations are organized by the Trillion Peso March Movement (TPMM) and Kilusang Bayan Kontra Kurakot (KBKK), which are coordinating simultaneous protests across the Philippines to condemn systemic corruption and demand greater government accountability.
Participants include the Roman Catholic Archdiocese of Cebu, various ecumenical alliances, cause-oriented groups, student leaders, and youth coalitions. With such diverse sector representation, City Hall anticipates substantial but dispersed crowds throughout designated rally zones.
Archival noted that coordination with police authorities has been smooth, partly due to newly appointed City Director Colonel George Ylanan's familiarity with Cebu as a local resident.
SuPaKK Activities Schedule and Guidelines
The Cebu-based initiative SuPaKK: Sugboanong Pakigbisog Kontra Korapsyon has released detailed schedules for the November 30 gathering. The movement brings together communities in a prayer-centered call for truth, integrity, transparent governance, and environmental stewardship.
The scheduled activities include:
- 2:30 p.m. – Holy Mass at the Pilgrim Center, Basilica Minore del Sto. Niño
- 3:45 p.m. – Peace March from the Basilica to Fuente Osmeña Circle
- 4:45 p.m. – Program at Fuente Osmeña Circle
The procession route will begin at the Sto. Niño Pilgrim Center and conclude at Fuente Osmeña Circle. Motorists are advised to use alternative routes to avoid delays.
Standard security protocols will be enforced, including crowd management measures, potential traffic rerouting, and the use of designated freedom parks and assembly areas agreed upon with organizers and the Archdiocese.
Cebu Archbishop Alberto "Abet" Uy has called on participants to maintain unity and moral purpose throughout the mobilization. "Truth must reign. Integrity must rise. For Cebu. For our nation. For future generations," he urged.
Organizers have requested attendees to wear white clothing and avoid political colors to emphasize unity for the common good. Additional guidelines include proper waste disposal to maintain cleanliness and restrictions on tarpaulins, with banners permitted only on katsa cloth, cartolina, sublimation, or drifit materials.
