This move is deemed essential to reinforce the crumbling riverbank and mitigate persistent flooding along the Bulacao River.

Council Endorsement and Funding Allocation

On March 17, 2026, the council adopted the recommendation from the Cebu City Disaster Risk Reduction and Management Council (CCDRRMC) to utilize P6,732,000 from the 2026 Local Disaster Risk Reduction and Management Fund (LDRRMF) for the Whiteroad project. This decision aligns with Republic Act No. 10121, which permits local disaster funds for mitigation and rehabilitation efforts aimed at reducing hazards and protecting communities from natural calamities.

Risk Assessment Reveals Critical Damage

A recent risk assessment conducted by the Cebu City Disaster Risk Reduction and Management Office (CCDRRMO) uncovered severe deterioration in the existing riprap structure. The damage originated from Typhoon Odette in 2021 and worsened due to Typhoon Tino in 2025. During the latest inspection, officials observed cracks, dislodged stones, and partial collapse of the structure near Sitio Riverside, raising concerns about the riverbank's stability and the safety of surrounding households.

Barangay officials have repeatedly reported frequent flooding in several sitios, including Tierra Dulce, Malipayon, and Renaissance. In a 2025 appeal to City Hall, Barangay Captain Kirk Bryan Repollo highlighted that floodwaters in some areas reach waist-deep during heavy rains, while other communities experience knee-to-waist-high flooding, posing significant risks to resident safety and health.

Project Implementation and Expected Outcomes

The project involves constructing slope protection to strengthen the riverbank and prevent further soil erosion. The Department of Engineering and Public Works (DEPW) will oversee implementation.
