Cebu City Council Pushes for Comprehensive Ban on Gambling Advertisements
The Cebu City Council is intensifying efforts to prohibit all forms of gambling-related advertisements across the city. This initiative comes in response to the escalating prevalence of online betting platforms, growing concerns over addiction risks, and a strong commitment to safeguarding minors and vulnerable sectors from aggressive promotional tactics.
Ordinance Aims for Wide-Ranging Restrictions
Spearheaded by Councilor Joel Garganera, the proposed Cebu City Anti-Gambling Advertisement Ordinance seeks to eliminate gambling promotions from both public and private venues visible to the general populace. The ban would extend to traditional media outlets, digital platforms, and sponsorship arrangements for events that are easily accessible within the city limits.
Garganera initially advocated for this prohibition through a resolution that gained approval on December 16, 2025. This year, the measure is being transformed into a full-fledged ordinance to incorporate stricter penalties and ensure more robust enforcement mechanisms.
Scope of the Proposed Advertisement Ban
Under the draft ordinance, gambling advertisements would be forbidden on a variety of mediums, including:
- Billboards and public transportation terminals
- Establishments and print media publications
- Radio, television broadcasts, and websites
- Social media pages and livestreaming content
- Influencer marketing materials and promotional partnerships for events and sports activities held in the city
Additionally, businesses would be prohibited from allowing gambling advertisements as part of brand endorsements or sponsorship agreements.
Enforcement and Penalties for Violations
The implementation of the ordinance will be overseen by the Office of the Mayor, in coordination with several key agencies:
- Business Permit and Licensing Office (BPLO)
- Cebu City Police Office (CCPO)
- City Legal Office
- National Bureau of Investigation (NBI), particularly for online infractions
Penalties for non-compliance are structured to escalate with repeated offenses:
- First violation: A warning or written notice
- Second violation: A fine of P3,000
- Third and subsequent violations: A fine of P5,000, along with potential suspension or revocation of the business permit
The proposed ordinance has been forwarded to the Committee on Laws, Styling, and Ordinances, as well as the Cebu City Gamefowl Commission, for thorough review and further deliberation.
