The Cebu City Council has approved the deployment of sanitation enforcement personnel at Cebu Bus Rapid Transit (CBRT) stations to issue citation tickets to individuals caught littering or improperly disposing of waste. This measure aims to address growing concerns over overflowing trash bins and poor waste segregation at these transport hubs.
Resolution Details
Councilor Jose Lorenzo "Joy" Abellanosa sponsored the resolution, which calls on the Cebu City Environmental Sanitation and Enforcement Team (Ceset) to assign officers to all BRT stations. These enforcers will have the authority to penalize violators of waste disposal laws, particularly those who litter or fail to segregate garbage properly.
The resolution underscores the need for stricter enforcement following reports of unsanitary conditions at stations currently serving as loading and unloading points for public utility jeepneys (PUJs) and other public utility vehicles (PUVs).
Support for Cleanliness and Discipline
According to Abellanosa, the initiative supports the city's goal of maintaining cleanliness and environmental discipline, especially in transport hubs that have seen increased foot traffic since the partial rollout of the CBRT. The resolution highlights concerns that the rising number of passengers has led to more waste, with some areas experiencing overflowing bins and a lack of discipline in waste segregation.
"Improper waste management poses risks to public health, contributes to environmental degradation, and undermines the city’s solid waste management program," the resolution states, citing Republic Act No. 9003, or the Ecological Solid Waste Management Act of 2000.
Timing and Implementation
The proposal comes several months after the CBRT began partial operations on March 13, 2026. Currently, routes and stations remain limited as other infrastructure is completed. Some stations are also being used as temporary loading zones for PUJs to meet commuter demand.
Abellanosa emphasized that maintaining cleanliness at the stations is crucial to ensuring the BRT system remains orderly and sustainable in the long term. The resolution will be forwarded to the Office of the Mayor, Ceset, and other relevant agencies for immediate action.
