Cebu Pioneers Local Transport Solution with P20 Million DOTr Grant

In a landmark development for regional transportation, the Cebu Provincial Government has successfully secured a substantial P20 million allocation from the Department of Transportation (DOTr). This funding, officially confirmed by the DOTr on March 12, 2026, will finance the innovative "Tabang Pambiyahe" initiative, positioning Cebu as the very first local government unit (LGU) in the entire Philippines to launch and manage its own dedicated service contracting program for public transport.

Addressing Long-Standing Commuter Challenges

The primary objective of this groundbreaking program is to directly tackle persistent and frustrating transport problems that have plagued Cebuano commuters for years. By treating these issues as local concerns rather than national ones, the Provincial Government aims to implement solutions that are specifically tailored to the unique needs of the region. This localized strategy represents a significant shift from previous nationwide efforts, such as the Libreng Sakay program, moving toward a more sustainable and meticulously organized approach to provincial travel.

Phasing Out the Outdated Boundary System

At the heart of Tabang Pambiyahe is a decisive move to eliminate the traditional and problematic "boundary system" that has long governed public transport operations. Under this old model, drivers are compelled to pay a fixed daily fee to vehicle owners before they can begin earning any personal income. This economic pressure frequently forces drivers to engage in undesirable practices, such as overloading their vehicles or enduring lengthy waits to fill every available seat, ultimately resulting in slow, unreliable, and often unsafe service for passengers.

The new program introduces a transformative, performance-based subsidy model. Instead of relying solely on passenger count for revenue, participating operators will receive a calculated subsidy—estimated at P54 per kilometer—provided they adhere to a strict set of operational rules and performance standards. This change is designed to incentivize better service and more reliable schedules.

Implementing Strict Operational Standards

To ensure the effectiveness and integrity of Tabang Pambiyahe, the Cebu Provincial Government has established a series of high standards for all buses involved in the program. These regulations are intended to create a more efficient and passenger-friendly transport network:

  • Fixed Schedules: Buses are mandated to operate at consistent 15-minute intervals, promoting predictability for commuters.
  • Designated Stops: Drivers will only be permitted to pick up and drop off passengers at specific, pre-determined locations, reducing traffic disruptions and improving safety.
  • High-Tech Monitoring: Every participating bus must be equipped with advanced GPS tracking and onboard camera systems. This technology will allow for real-time performance monitoring, route adherence checks, and enhanced safety oversight.

Initial Pilot Routes and Strategic Integration

The project will commence with a pilot phase focusing on two major strategic routes. These routes have been carefully selected to integrate seamlessly with the existing Cebu Bus Rapid Transit (CBRT) system, creating a more cohesive and comprehensive public transport network for the province:

  1. The route from Sibonga to the Cebu South Bus Terminal.
  2. The route from Danao City to the Cebu IT Park.

Elizar Sabinay Jr. of the Provincial Planning and Development Office emphasized the distinct nature of Cebu's transport requirements compared to those in Metro Manila. By assuming direct control and oversight of the program, the Provincial Governor’s Office can maintain close monitoring and ensure that Tabang Pambiyahe is precisely calibrated to meet the specific demands and improve the daily commuting experience for all Cebuano residents.
