In a move to address escalating traffic congestion and regulatory compliance, authorities in Cebu Province have successfully relocated progressive groups from the Provincial Capitol Grounds to Plaza Independencia. This action took place on Thursday, January 22, 2026, following concerns raised by the Cebu Police Provincial Office (CPPO).

According to Police Colonel Abubakar Mangelen Jr., chief of the CPPO, the protest activities had created significant traffic bottlenecks along key thoroughfares, including Osmeña Boulevard and Escario Street. The police formally requested the demonstrators to shift their program to an alternative location to alleviate the gridlock and ensure smoother vehicular flow in the area.

Colonel Mangelen further clarified that the involved groups, which included Karapatan Central Visayas, Bayan Central Visayas, and Kalihukang Sugboanon Kontra Korapsyon, were found to be operating without the necessary permits for their assembly. Despite this regulatory shortfall, Mangelen emphasized that the police respect the constitutional right to peaceful assembly, but underscored that public safety remains their top priority in such situations.

The progressive groups had originally gathered to voice their demands, which centered on the dissolution of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and calls for an end to government corruption.
